Before asking him first, in the mean time, I'd assume he or she wants to finish their sentences. When you want to speak for them, ask yourself if the reason is because they are stuttering in that moment. If that's the reason, don't speak for them. But you can speak for them for other reasons like you'd speak for non-stutterers sometimes.
