ya, his stammer is making people think he can't form coherent thoughts. Looking at his facial movements and everything points to a bad stammer. And it's hard to explain to anyone who doesn't stutter because, they see an old man and assume he has dementia. Not to say he doesn't have his senior moments, but he is largely capable.
