I started at 18 man but I did smash alot of drugs and had various head injuries which could have been a cause but after speaking to the neurologist he said it's still rare but alot more common than you think in your later teens. He said I may be stressed and not even know I am stressed which caused it. I don't just stutter a few times a day tho its every fucking sentence.
