"How are you?" is always a good starter to see how chatty people are feeling. Asking questions and taking an interest in people's lives is always a good way to build rapport with people in general. It lends itself to stuttering; I always encourage people talk to me about their stuff more than mine to them. Obviously you don't want to turn it into a one-sided interview, but one silver lining is it does make you a better listener when you physically can't yak on about your pog collection for twenty minutes. If I were fluent I'd probably bombard people with my opinions 24/7.
