You can practice by reading poetry or plays with metre in mind. You can carry yourself to some extent or another just by knowing that you have a basic pace to what you are reading aloud - in the same way that we can sing without stammering. You can practice with a metronome or by tapping. I have a very terrible stammer and this is the main method I use to try and read aloud. It isn’t perfect, especially when a block happens, but I find it helps to keep things moving along regardless. Enunciation and pacing are the key things imo
