> I view stuttering as involving not a lack of ability in speaking but rather an interference with the speaking ability that a person already has. I think the author meant that people who stutter already know all the factors involved when it comes to speaking (breathing, tongue movements, lips movements, etc.) and that blocks comes from a phase prior to executing the speech, as he puts it:"neuromotor tuning phase". Which makes sense, considering that it's pretty common that people will not stutter when talking alone or to animals.
