Words won't come out

Words won't come out I recently over came stuttering but this problem stayed with me, I have the words I want to say but they just won't come out my mouth, I'd call someone's name and wait a good 3 seconds cause that's when the words finally come out, not even filler words work, it's an extremely powerful hesitation for no reason, I'm not even anxious or nervous, I want to tell them something or finish the punchline of the joke but it just doesn't come out for the first few seconds
