I don't think she meant any harm, and I don't think she thought you're 'retarded' either. Just trying to be helpful I guess, and that's way better than giving you weird looks. If you feel a moral obligation, you can offer to pay full fare. That might get her in an awkward position though, so why not be nice and accept it anyway?
