In this very thread you can find people who have been accused of drunk driving and other things due to their stuttering. This is not an attempt to gain empathy from the officer. It is to inform what is going on before they form their own ideas about the situation And it's not like you're going to go handing these out to everyone you meet. If you're a responsible driver you may go years without using it. As I said in the post, I probably won't be using this, but you seem to have a very close-minded and frankly uninformed view on this subject.
