I have had that problem EXACTLY! I would always have to use the stall or wait until people were done using the stall. It was really embarrassing and gave me anxiety while traveling in public, knowing that if there was no toilet stall, I couldn't pee. I too see a resemblance with that and the problem of stuttering.
