I don't know if you're still in school or not but I would say the best way to make friends is to "do stuff." What I mean by that is if you want to make friends you have to be around people and the more you have in common the easier it is to be friends. So that means finding semi social things you really enjoy, like wall climbing, playing d&d, dancing, Master Lego builder, doesn't really matter what it is, as long as you really enjoy doing it and there's other people around you who also enjoy doing it your chances of making friends will be high
