To be fair, the lesion could participate in the problems caused that lead to a stutter - if you consider that speech was not merely a product of the part with the lesion, but dependent on any number of additional things. But we're kinda talking with a very compartmentalized understanding of "brain" here, which I think is conceptually unsound. I'll agree that stutter variance remains a difficulty for stutter research.
