You must be around alot of girls and your looks must be on point for them to approach you...even then in my experience most girls won't approach even if they like a guy. But yeah if a girl likes you alot she won't get turned off by some stuttering. I've had instances where I couldn't talk at all and sounded like a complete retard, but it doesn't happen all the time..and yeah i feel ya on the not being able to get out simple things. Like my name for example, extremely hard for me to introduce myself because my natural reaction is to tense up.
