That's an interesting take on Bill's method. I understood it slightly different in the sense that I think he presents these speech control techniques as a way to reduce anxiety about speaking, thereby changing one's inherent approach to speech and communication, in the sense that the use of most of the techniques will fade over time (except for maybe the deep diaphramal breaths). But the breathing exercises are not purely about controlling your speech. You also find them in courses about projecting your voice and being a better public speaker. The book has helped me quite a bit, however my goal has not been to control my way of speech, but to be a more confident speaker and having more fun interactions with other people by way of speech.
