From the US, I really depends, I've had a lot of people at coffee shops, stores, and friends of friends laugh at my stutter. It's usually because they think I've forgotten what I have to say. Though my friends and I often joke about it in a fun way, and they're always respectful and give me time to speak. I've just begun a job at a large corporation and everyone here is super respectful and looks out for if I'm trying to speak up in a meeting, it's really quite nice. I think in general there's a lot of people here who don't understand how much of a detriment it can put on your life, or how debilitating it really is sometimes, but a lot of the close people around me are excellent about it. That being said, I once ended a relationship on the spot because the other person laughed(unkindly) when I got stuck in a hard block. Pretty mixed bag I suppose.
