Your elevated heart rate before speaking is most probably your anxiety ramping up, which in turn elevates your heart rate and you sweat more too. It's a vicious cycle. Anxiety makes you stutter more, and that increases your anxiety even more. Implement techniques to minimise your anxiety around your stutter and you'll be more fluent. Use the "don't give a fk" attitude and it'll help a lot.
