I understand exactly what you're going through as I have the same problem. But before you think any further about how bad your life is look at the countless fluent people who are uneducated and stuck in crap minimum wage jobs. You have a huge leg up on them with your education. Heck, look at me, the high school dropout with a speech block problem. Even if I took a magic pill tonight and woke up 99.5% fluent tomorrow I'd still be down the creek without a paddle as a GED only gets you so far in this corporatocracy of wage slavery. There are speech schools that operate on the theory that we learned to talk the wrong way and need to relearn how to speak. How they treat their students is by telling them to speak excruciatingly slooooowwww for a few weeks and then gradually picking up the pace. I'm thinking you could try this. You could even try getting a job speaking like this and can tell them it's a neurological condition if you're too embarrassed to admit you're working on a speech impediment. When you'll eventually start speaking faster you can say that you were cured by new medicine or something. I am working on this myself.
