The problem he's expressing sounds to me as simply being introverted. He just doesn't want to talk at all, even if you ignore the stutter. But to improve during therapy people usually need to talk and communicate... He should first find a way to find motivation to engage in conversations or to make them not feel like a chore, then he'll be able to focus on the therapy itself.
