Stutter while talking normal volume but no stutter while whispering

Stutter while talking normal volume but no stutter while whispering Why is this? When I speak at a normal volume, or loudly, I pause, mumble words together, sometimes can’t speak at all. Forced me to be an anti social person even tho I love talking to people But when I whisper, I have no issues at all. What does this mean and where should I begin to fix my speaking?
