if both parents have a severe stutter (not just carriers of the gene) which is genetically inherited the chance would be from 75% to 100%. in my case based on my genetic background if i marry someone with the same stutter as me the chance would be a 100% .... If the stutter is caused by dominant genes, and both parents have the same type of stutter , each child has a 75% chance of inheriting at least one copy of the dominant gene. The presence of even one copy can lead to the expression of the disease, resulting in a high likelihood for your children to be affected.
