Stutter is often accompanied by ticks of various sorts, yes. There's a tendency to compensate via extraneous movement, which can in turn become habitual - meaning, what you're seeing can be construed as being part of the stutter. It is not necessarily anything that actually helps the stutterer communicate, even though it may feel that way (habits have a way of insisting on their own presence, and deviation will appear uncomfortable).
