It is a disability. My 14 year old has a severe stutter and gets a lot of accommodations on his IEP so that he doesn't have to do speaking projects and things like that. It has helped a ton with school. My other son is a type 1 diabetic which is obviously also a disability. Since his is medical, he has a 504 plan that then rolled into an IEP because he also has speech issues and he has tons and tons of accommodations. If you are wanting money from the government for disability, that's tricky. I think you are going to have to prove that you can't work due to your stutter. Your diabetic friends are probably getting money and that's mainly for supplies because those are crazy expensive even with health insurance. But disability is notoriously hard to get even with a mountain of doctor paperwork to support you.
