almost every human has a phase (~3 years) where he or she stutters. i think there is the point were the speechcenter develops. through genetical, psychological, etc circumstances around 1% of people keep the stutter. i m not a neurologist but i would say there is something "wrong" or better say different, which gets triggered through psychological impulses and learned behaviour patterns.
