The name thing in everyday situations is strange to me, but in a medical scenario they probably need to make sure you aren't having a stroke or something. There are more tactful ways to ask. Medical receptionists or the nurses who have checked me in for appointments have asked "do you typically stutter or is this a new symptom of something else?" I appreciate when it's phrased that way.
