Why is stuttering not considered a disability? (Canada)

Why is stuttering not considered a disability? (Canada) This really pisses me off. Every time I fill out a job application and it asks if I have a disability, I select no because it's not recognized as a disability under law in Canada. ​ That is just an example. We lose out on so many potential benefits in this system simply because stuttering is so underwhelmingly recognized by the public and governing bodies. We are an invisible 1% and it just frustrates me how difficult life already is and how little support or accommodation we get as we navigation through it. ​ Sorry, I know it's a bitter/negative post. Just f\*\*in frustrated knowing I can't do anything about how the system views us.
