Biden’s stutter has been a constant his whole life. What we’re seeing from him now is... different. Go back and watch his debates with Paul Ryan and Sarah Palin, or some of the CSPAN footage of when he was in the senate. It doesn’t disqualify him from being president or anything, but attributing his gaffes to stuttering does not make much sense imo.
