You can most certainly speak like that if you’re a police officer. The h is irrelevant to the rest of the word, and if you listen closely to other people’s speech, they will do subconsciously do this too. Say your on the job and you pull someone over for speeding. You ask to see proof of insurance. “may i see proof of hinsurance?” it’s basically zero difference at all. Even for names. Eric. That seems like a hard one for most stutterers. “Heric”. This technique is extremely common even amongst non stutterers. Many people who do this may have a voice disorder or even a breathing disorder. Most people won’t be like “why are you saying it like that?” People don’t want perfect speech believe it or not. People want clarity. People want confident speech. Stuttering does not equal lack of confidence. and the reason why the “h”is heaven sent is because it its the sound of breathing. It is the natural sound of respiration and in order to speak we need to breathe right? It just so happens that hard glottal onsets(no h at all just jumps straight into the vowel)are a little harder for stutterers to do for reasons we do not know. I will say sometimes you may stutter with the silent h too. It may sound like you are breathing very heavy, but it’s necessary to avoid stuttering if that is your main goal. Singers are advised to use the h technique because it is apparently healthier for your vocal cords. Don’t think about it too much man. Just try it out and see where it gets you. Being a police officer does not mean you have to talk like every other police officer out there. You have identity too.
