Haven't heard of him, but he sounds a bit like a shady salesman. You cannot quantify fluency with such specificity without it costing you accuracy. If I was to derive the cure, I wouldn't try so hard on selling others on my program, because I know the work will do enough to justify itself. Additionally, I'm not personally interested in fluency at the risk of robotic and monotonous speech. I want to express the full range of my emotions, at my desired intensity, whenever I wish, as a fluent person does. I won't sell my soul for fluency.
