If you have a mild or moderate stutter you can reach fluency if you work hard for the rest of your life. But imo a severe stutterer will always relapse. You may have few years of fluency but it is not sustainable. I dont know any severe stutterer who would overcome the stutter and would not relapse after few years. The only exception might be kids with severe stutter, they have it easier because their brain is still evolving.
