I'm not in the US. In my country, the criteria isn't being able to work a job. Your disability rate has to be %40 to get minimum disability benefits. And disability rate of severe stuttering is %30. But it *easily* increases to 40% when you take co-morbid psychiatric conditions such as social phobia and MDD into your account. My point is that the criteria should be easier. AFAIK people with bipolar disorder get benefits in the US. I am pretty sure that they wouldn't if the only criteria was being able to work *any* kind of menial job. Are you sure about that?
