I have a small "well, acshually" on the topic: a large portion of those with down syndrome have a stutter and they are obviously intellectually handicapped. Nothing against them, just stating the fact. I suppose this might have something to do with the incorrect general assumption of stutterers' intellect — although I doubt people in general meet that many DS'ers in their life to even make this connection.
