I think it goes beyond being a stuttering thing (there could be many reasons for having issues saying your name). It's just a stupid thing to say. Clearly no one has forgotten their name. Something is going with the person that can't say their name. Most people realize this and even if they don't know it's stuttering they realize this person is having difficulty. It's a stupid joke. Period. I'm not resentful towards these people I just find it mind boggling. I had some bad blocks in traffic court and the judge asked me if I forgot why I was there. Cmon now...
