There is a technique similar after going through the HCRI’s Hollins fluency program. You always know who attended the program because they have random pauses and deep breathes in unusual places. Sure they can sometimes speak without stuttering but the pauses and breathing in unnatural places because more distracting that if they were to stutter. lol
