Yes, but once you add “speech impediment” it opens a lot of avenues for disability, not all of which are a serious problem. People applying for this status would need to undergird some sort of analysis to determine how much of a problem it is…as well as how much of an issue it is with whatever profession you choose. This may also be a process which other people with disabilities have to undergo. I do not know.
