Chemical solutions are not supposed to magically fix problems, they are tools to alleviate symptoms. No doubt that one would still have to put a lot of work and effort in achieving fluency. Many people don't get everything their body needs naturally, whether it be vitamins for which people have to take dietary supplements, or chemical imbalance in the brain in, for example, bipolar disorder or schizophrenia. Medication doesn't make the disorders go away, it helps manage symptoms while the person works on himself and learns how to live a normal life. I think a similar approach is appropriate here, the pill MIGHT be a nice helpful tool, but by no means is it going to be the only thing that we need in order to become fluent.
