It's usually measured on an individual basis. It can be a disability if it's severe enough, or just a speech disorder. Those with a speech impediment usually cannot file for disability income for example, but they would need to prove how severe it is. For something like a job application, I would write No, but definitely make it clear to your employer that you have a stutter.
