The Handmaiden (2016) has a stuttering character who isn't evil or good, but he's a minor character. For me, a harmful portrayal of a stuttering character isn't about being a villain or not. It's about whether it's spreading common misconceptions about stutter. A character gains confidence and that cures stutter? Very bad. A character stutters when lying? Also bad. A character who stutters is having a fluent moment and the movie acts like this is proof of faking it? Extremely bad. A character who stutters is having a fluent moment because the writer thinks that line is important and stuttering would ruin the mood? Also bad.
