Get him in therapy asap. As a 19 year old, it took me 1.5 years of therapy to become fluent. Hes still young and probably not hit full puberty-the time when the vocal chords and speech mechanism solidify-so it'll be easier to treat him. I do hope its a short term thing though. But its better to be safe than sorry!
