I had this realization in college when I was required to take a public speaking course for my degree. A friend of mine recommended I speak with the university's Student Disability Services office, and speaking to them was really eye-opening. A stutter falls under the USA Government's "Schedule A" disability list. I was able to use this to receive vocal accommodations throughout college and in my current career as an instrumentations engineer for the United States Department of Energy. I believe seeing a stutter as a disability is an extremely positive thing, as it allows for people to be more understanding of your situation and provide reasonable accommodations.
