Two ideas: I'm often curious about how much I stutter over the phone. I would love an app that records my phone calls and I can play them back to myself to see how they sound. (But this is not a web app, alas) The second idea is a stuttering analyzer. You would upload a sound recording of your speech and it would examine the waveforms and detect your stutter. The analysis would also detect the type(s) of stutter you have and give you resources and examples of famous people who also had that same type of stutter, for confidence. You could also use the second app to do analysis on recordings of other people, i.e. "man, Obama was really caught off guard by that question, he stuttered a lot during his answer"
