From the perspective of someone without a stutter, I think it's often times a knee jerk reaction, it's a little surprising or maybe we think the person stuttering is joking at first. But I think most decent people will suppress the urge and mean no offense by it. If someone persistently laughs though, then yes they're a shitty person, but who cares what assholes think about you anyway?
