Another quandary is when an actor, like Bruce Willis, never stutters when acting (singing excluded). Or when a pws is alone in a room- in a normal voice- and fluent. No listener = fluency for that pws. Example, reading a book out loud alone with zero stuttering but one listener can trigger it. Or doing a mock phone call with fluency but when a person answers on the real call the pws blocks.
