I think there is some truth in it. Like if you want something really badly and think about it all the time, your behaviour might be influenced to help you get it. Maybe this works sometimes for losing weight, getting in shape, career goals, and academic goals. But I know there are people here who want fluency so badly, so so badly. Yet just wanting something does not make it so. Some people here practice relentlessly and the stutter still doesn’t improve. Not unlike a paralyzed person who wishes every minute of every day to walk again, but never does. I think “where your focus goes energy flows” can be a really good motivator for some things. But let’s not act like people who aren’t cured didn’t want it badly enough. On another note, you can be a really good person with awful luck. You can also be a terrible person with amazing luck. Many things that happen in life are not a reflection of our characters.
