How do you develop social skills?

How do you develop social skills? I'm in my second semester of community college and realize that I have basically no social skills. I don't know how to conversations, make small-talk, or interact with other classmates. I don't talk to anyone outside of forced group activities. I feel like I might come off as snobbish since I cover up my stutter by not talking most of the time.
