I understand it *very definitely seems* that way. And it it definitely goes in both directions. But ultimately, hard blocks happen *because* of trying hard to prevent a stutter. I used to speak fluently when in a speech therapy session (when I wanted to stutter), leave and get a subway sandwich - and end up with 4 things I didn’t want bc of my blocks.
